Three plain words have defused more anxiety in our AI program than any risk framework we’ve produced: learning before scaling.

I stumbled onto the phrase in a tense meeting. Stakeholders were worried we were moving too fast, others that we were moving too slow, and both camps were arguing against a program they each imagined differently. When I described the approach as learning before scaling, the temperature in the room dropped visibly. Both camps heard what they needed. The cautious heard: nothing will be scaled until it’s understood. The ambitious heard: we are moving, and scaling is the stated destination, not a maybe.

I’ve thought a lot about why those three words work when whole governance documents don’t.

Mostly it’s because they make a promise about sequence, and sequence is what anxiety actually wants to know about. People rarely fear a capability in the abstract. They fear the version of events where it’s everywhere before anyone understood it, where problems are discovered at scale instead of in a contained pilot, where being deliberate got labelled resistance. “Learning before scaling” addresses exactly that scenario, in words a non-technical stakeholder can carry out of the room and repeat. And repetition is the test: a message only works when people can transmit it accurately without you there.

The phrase also disciplines us, which I didn’t expect. It gets quoted back, and it should. When someone proposes jumping a use case straight to broad deployment, “what did we learn in the contained phase?” is now a natural, culturally legitimate question rather than an obstruction. The words created a standard we have to honour, and in critical infrastructure that’s precisely the kind of standard you want your own rhetoric enforcing.

There’s a broader lesson underneath. In a transformation, your most important governance artefacts might be sentences, not documents. People can’t consult a framework mid-conversation. They can consult a phrase.
